Yes but that's like saying that the diameter of the Sun is not 1/108 is distance to the Earth or that the moons diameter is not 1/108 is distance from the Earth.
The numbers are generic and easy to remember the protocol of Bitcoin is based on 21, 000, 000 and there will never be more than this. That's the math.
21 is significant and 2 plus 1 is 3. It's a God number. So is 108.

The kį¹£atriyas, or the administrative class of men, are expected to rule the planet by the direction of the intelligent class of men, who give direction to the rulers in terms of the standard ÅÄstras, or the books of revealed knowledge. The rulers carry on the administration according to that direction. Whenever there is disobedience on the part of the kį¹£atriyas, or the administrative class, against the orders of the learned and intelligent brÄhmaį¹as, the administrators are removed by force from the posts, and arrangement is made for better administration.
