I think Ross's jailers are being extra careful now. At least I would hope so. I think in the past there were questionable tactics used on him. I can't reference the situation or source but this popped up in my mind.

 It's a good question to ask. I want everyone in Prison to be treated fairly but is access to social media a privilege or punishment. I'm guessing that it's used as leverage on behavior. Aka "screen time".
