This feels like the distinction between a
Platform and a publisher. If you don’t curate who uses your platform (I.e. Verizon providing phone service) you aren’t responsible for what they do on the service. If you moderate, you are a publisher who curates / picks what goes on and are liable. This is referenced in the article below. Mixer services feel like a platform… I guess you could object if it’s chiefly used for illegal services…? Is ANY mixing allowed, or is that considered a means of avoiding KYC and is broadly considered laundering?
