The problem they are having is professional shoplifters not kids taking a candy bar. Gangs of shoplifters are going into stores in California and wiping them out because unless they steal 951 or more it’s not a felony so they don’t get charged. So the store owner repriced everything at 951 so if people steal it is a felony.

They can. They likely are prohibited from charging more at the register but since they are charging less than the posted price I don’t think there is anything to prevent them from doing it.

Shoplifting here isn't very common. I don't listen cases of it. Yes, women shoplifters are very common here. Haha.
The focus should be on shoplifting and smash/grab.
