They'll fail unless the state removes the alternatives (i.e., cash, bitcoin) and forces the CBDC upon the citizenry.
Otherwise, they will be wound down due to disinterest, once the funding for building, deploying and administering/maintenance runs out.

That's the point of the post.
Even removing the alternatives may not change situation in favor to CBDCs.
