According to the Wilson-Davis memo, Admiral Wilson says he met with the private contractor gatekeepers of at least one of the programs working with crash retrievals.
I think there could be many groups, inside and outside USG, acting independently of each other, that know different pieces of the puzzle.

I think that's where a lot of the infighting comes from, each is protecting their core secrets thinking only they have the crown jewels.
