I think they're foreshadowing further action. Ultimately the world of dollars is all theirs. Two things to consider. Tether getting cutoff makes not necessarily Bitcoin but a lot of other crypto less useful. If tether funds get frozen there's going to be a race for the exits (ideally Bitcoin but maybe tradfi).
