It was outlawed but didn’t appear until page refresh. I can make it appear immediately but I don’t want too much positive reinforcement for flagging.

Is that maybe not getting the OUTLAWED tag in real-time, but the visibility does occur in real-time?  I commented on that as a reply to the above.
