  • In an Oct. 15 filing, prosecutors told a Washington, DC Federal Court that Ilya Lichtenstein should serve less than the 20 years he initially faced after pleading guilty to one count of conspiracy to commit money laundering. They argued that a lighter sentence was warranted because he has no prior criminal history and has given “substantial assistance” that has “benefitted numerous investigations.”

  • Launched in January, China’s “whitelist” initiative allows city governments to recommend residential projects to banks for speedier lending. The intent was to ensure the completion of unfinished housing projects so they could finally be delivered to buyers. All commercial housing projects are now eligible for the whitelist, Xiao Yuanqi, vice minister of the financial administration, said. The move is expected to broaden the list. It was not immediately clear how many more projects would get support. Analysts said the comment did not indicate all housing projects can be added to the white list..

  • In one of the most scathing reviews of the agency to date, the panel lambasted the Secret Service for its culture of “do more with less” and the general lack of “critical thinking” that permeated agents during and in the lead up to the Butler rally where Trump was shot and one rallygoer was killed.”

  • The NCAA amended the rule penalizing a defense for having 12 men on the field after Oregon head coach Dan Lanning used it to his advantage in the Ducks' 32-31 win over Ohio State. The NCAA announced Wednesday that the team on offense will have the option to reset the clock when the opposing defense is flagged for a substitution foul inside the final two minutes of a half.

  • Britain's media regulator Ofcom said on Thursday it would detail what action it expected social media companies to take over illegal content on their platforms in December, saying it expected swift action or they would face consequences. Ofcom, which is responsible for implementing the government's Online Safety Bill, said the platforms would have three months to complete their own illegal harms risk assessments after the publication of its demands.

  • On September 11, 1875, a Jesuit priest in Cuba made what might be the first hurricane forecast. Father Benito Viñes, director of the Meteorological Observatory of the Royal College of Belén in Havana, had recently received telegraphs about a hurricane in the eastern Caribbean Sea. Based on this information, he issued an alert to newspapers and the Havana harbormaster that the storm could hit Cuba the next day. Which it did.

  • Payne died after falling from the third floor of a hotel room in Buenos Aires, Argentina, according to state police reported by ABC and CNN. Buenos Aires police told the Associated Press in a statement that Payne’s fall resulted in “extremely serious injuries.” Medics confirmed his death on the spot, the statement said.

That's an interesting rule change by the NCAA. I am not sure why they would have had a time run off on a defensive penalty pre snap in the first place. I am surprised no one ever used this to their advantage before.
