In regards to Boosts, does that mean that if there are no boosts in any territory, that paying the 10k sats for a boost would also pin on the homepage?

I think I have most of this correct but I think I am still a little unsure of the precise percentages that get paid to referral rewards.

Does the rewards pool pay to anything else?

You nailed it.

One small clarification is that even if boost doesn't pin a post in a territory/home, it still "boosts" it in the rankings of the territory and home.
