As far as I know, the groups' payments are made in cash and are made to the owners of the large transport companies and if they do not pay their quota, they kill the drivers.

It is not only for transport companies, the collection of quotas is directed towards small merchants, restaurants, shops, street vendors, warehouses
If you file a complaint that same day, you will be murdered. The police and the government are accomplices. The police are also corrupt and collect fees in some sectors.
