lucky for you, she's your mempool and she'll always let your transactions in
The transactions your wallet submits to your own mempool are measured by the same criteria as any other transactions. If your own transaction is below your mempool's minimum feerate, it'll be rejected.

If I have mintxfee set to a value that us lower than minrelaytxfee, what is the expected behavior when you try to broadcast a transaction with a fee rate lower than that set by minrelaytxfee?
Is it possible to get core to broadcast a transaction it would not allow into its own mempool?

Bitcoin Core will only broadcast what it adds to it's own mempool.
