The years are staggered like that due to the actual launch windows. Launching to Mars is currently only done every two years when the planets are closest hence the reason for 2026 and 2028.
So, in best case scenario, hope for 2026 plans to happen in 2028.

From my understanding those that make the first trip at least at first are making a one way trip. It will take time for the infrastructure and systems to be set up to return them. An example is the Rover samples that are currently stuck on Mars without a clear way to retrieve them and get them back to earth
