The reasoning was apparently that pagers are simpler and safer than smart phones which Mossad can track via GPS and other methods. Clearly that reasoning was deeply flawed but it was Mossad who broke international law in weaponising the pagers. It looks rather like Israel is the terrorist organisation but with the devoted and relentless backing of the global hegemon USA can do as it pleases?
Assuming it was Mossad, didn't Palestine break international law by kidnapping Israelis and killing more than a few of um? If so, then the pagers if done by Israel are just a part of war.

Anything Israel does must be vilified. Everything done by Palestinians must be defended

Yes assuming it was Mossad here we see the tragic ongoing genocide and mindless murder and mayhem perpetrated by both sides. But Israel is only able to do this because it has the backing of USA and Hezbollah has the backing of China via Iran. What this is is another front in the proxy war between USA and China, and this war is being provoked largely by Chinese proxies- Russia and Iran. Note- Iran and Russia can only continue as viable economies- let alone capable of waging regional wars because of Chinas ongoing support for them in buying their oil and gas exports and in enabling their supply of manufactured goods from China. This is WW3 begun already... and China is profiting from this stage with discounted oil imports and captive export markets to Iran and Russia, while The West/USA is paying a huge cost at zero gain.

That's an excellent analysis. It ought to be pinned to the top of some thread somewhere.
