I read the original paper for this (smiles internally with self-congratulation). I've heard a bit of resistance to introducing reputation, but mostly from people who haven't read the proposal and presume it has a centralizing effect.
Most of what reputation does here is allow for known/good peers to not pay the price of unknown/bad peers. To solve jamming without reputation, by cost alone, would increase the cost of anonymous network participation overall which is the biggest centralization threat wrt jamming imo.
