No. BIS runs many projects mainly CBDC related. This is how they want to gain more relevance in apparently collapsing global USD-standard.
LN is permissionless. To be able to participate in BIS activity one has to be a pretty big bank or corporation. Probably already laundering billions of dollars.

AFAIK, Nexus is centralised.
Bitcoin LN is playing completely different league so no competition at all, IMHO.
