You are confusing normal internet traffic (clearnet or Tor) with LN traffic (routing). Please watch this short video by Rene Pickhardt explaining how onion routing works in LN

The concept of routing onion messages is not limited to Tor. Tor only made it popular. LN uses onion message routing for payments.
All it means is that you encrypt a message multiple times; once for every hop.
