The world of government contractors is scary bad.
I have an inside look because my wife works on a committee that awards government grants. Her committee is small-time, but even with these small dollar amounts you can already see the favoritism, self-dealing, biases, and dysfunction playing out.
Any time you are using other peoples' money, you are not incentivized to make the right decisions.

Using other peoples' money on behalf of other people is the most wasteful.
I've used other people's money on my behalf when I receive reimbursements for business travel from my employer. I also know that I can't fly first class or stay in a 5 star hotel.

When accounting practices made it clear that things will be about lease and contracts, everything changed. Everything is being outsourced to shield the hiring party from all the liabilities. This SQL injection is older than my Grandpa but it worked simply because the workers assigned to it are too lazy to check for all the possible inputs that white hackers can put in their online forms.
