Yes, i edited my post since i was thinking out loud at first, sorry. Zero fee routing might not be as centralizing as i thought. But negative fee routing seems like it will. Blockchain analytics could set up nodes with negative fees and have sooo many payments route through them since probably no-one else would have an incentive to do negative fees. But thats off topic.
