I think it’s an old video and I’d be interested to find out the latest on what Atkinson thinks and the current state of the law on this stuff. 
There was a change made about 10 years ago apparently to section 57 of the crime and courts act .

genius idea for the future: 

- buy swearing licenses in bulk, resell them at 20% premium for a swearing event. 
- obtain permit for a swearing demonstration. 
- arrange for security to police anyone who is tempted to move from empty threats into physical threats or for "looking threatening" 
- enjoy a free speech conference!
