You don't have to interpret it as "blame". That implies they were doing something immoral and I don't believe anyone is implying that.
All the other economies are saying Japan is rocking the boat. lol

Fair enough. I just meant no one in the conversation thus far had implied that. State monetary policy, in and of itself, is immoral. So, I guess I'm also saying it.
