https://lightningnetwork.plus is a p2p market for making liquidity geometries. It's the "cheapest" way to get inbound (assuming you planned on making an outbound channel anyways).
But your peers on LN.plus might not be the best quality in terms of fees and connection/reach.
To ensure you can reach/be reached by most nodes in the network, you need liquidity with a large hub.
You can pay a small fee for an inbound channel from https://ZeroFeeRouting.com https://LNBIG.com or https://ln2me.com.
If you have an account with an exchange that supports LN, you can open a channel to them, deposit LN sats into your account (paying from your node to create inbound on that channel). Then withdraw the sats back to yourself on chain.

Outbound is easy. Just open a channel to any node on the network. Nodes may have a policy to not allow channels below a certain size, etc. Your channel create should fail with some error message if this is the case.
Since you pay zero fees when paying another node you have a channel with, it makes a lot of sense to open a channel to a node who you already do business with. Perhaps an exchange, custodial wallet, the stacker news node, etc.
