How did they even visualise that a multi nation project can see light within time? Look at the projects run by a single country getting delayed for years and they take it to another level.

Every one knows it won't finish in time. It's just a way to get politics to start funding it and after that, once enough money has been spent already, it's easy to get extension funding...
Same thing happened with LHC. Ended up delivering that one. ITER is much less sure it'll deliver.
