Come on, "underwear". They're athletes. It was their uniform and it didn't offend anyone.

It didn’t offend me. And why are you so sure that the scene on the old photo didn’t offend anyone? Almost naked guys might not please some religiously minded people, for example.
Also, not sure what olympics is the first photo from, these days athletes do not typically perform at the opening ceremonies.
