This immediately breaks down with him assuming that ladder was there before the shooting occurred. For all we know it was put there after the shooting so law enforcement could get onto the roof.
One of the first witness interviews I watched claimed they saw him crawling from roof to roof for about 15 minutes.
Yeah this article just says a cop climbed a ladder, could be a different one.
Another said Crooks bought a 5' ladder and that's definitely taller than 5'.

Someone in X is saying CNN is reporting he was seen carrying a 12ft ladder, but I can’t find their report yet.

Assuming the officer ever got to the roof (ie the unverifiable "we almost stopped him"), I've heard both the officer was on a ladder and that he was standing on the shoulders of another officer. IIRC over the last few days they pivoted from (or learned through investigation) the officer was on shoulders of another officer not on a ladder.
