In Spain you can do it without a private club (until certain quantities for private use).
Under a PMA ideally you can do whatever you want as you operate in the private, under your own laws. So participants agree with this "laws" as members. You can come up with whatever "law" you wish.

the full THC sort? sure, it's outside the legal system, same all around. Also the lawyer's BAR association is a PMA, it operates completely outside the legal system, it does not pay any taxes, it does not follow statutes and government regulations..
