Why is it called legal when the government creates money and this constantly increases inflation, but it is called illegal when it is done by individuals?

It is illegal to counterfeit. It is illegal to offer transmittal services without registration. However it is not illegal to create something of value that people decide to use as money.
But is it fucking hard. Ask Satoshi Nakamoto.
