It's tough, but I noticed some uptick recently... I think companies started hiring again, but at a much slower and prudent pace than before.

Who discouraged them? Why are they underemployed? These are questions that US need introspection on.
They have added jobs in the data. If we ask a normal American person, they will still say that unemployment is soaring in the US.
I don't think it includes disabled workers, though.
