I'm literally buried in work on my end as I come from the island. It's recently come to my attention that Guam is actually De jure territory / Non federal zone/ unincorporated yet is under Federal Jurisdiction. I've been scratching my head a few days now. Trying to tell myself it's unincorporated, but looking from the inside it's all federal. I'm living an oxymoron state..crap is so Backwards.
The only thing that's truly free are the chickens/roosters/pigs that roam here. As we(islandwide) don't cage them, just let them do their thing.
To answer your questions, cause I've talked to locals about mail, bills, debt collection and so forth. The locals here simply do not respond to any mail. The IRS/ FEDS/ debt collection have no balls to come here to collect, they can call/emails -- and as residents we can hang up. They can mail, but the locals don't respond. Unless we "accept" to pay it or "settle."
Because Guam is a jungle we typically use PO Boxes, so they don't know where we live. This can be a good idea for privacy.
I do not know how the USA operates, but if you have a shieff in your county he should protect you if these scam artist came to your place.

afaik DC and territories are US citizens(employees) and residents. not part of the states you heard of Slowjamastan or Molossia? they just started their own country :) Chamorro nation sounds good? just don't declare war, lol, play it diplomatically

Hopefully, I think people are waking up A LOT faster after the Presidential debate. Makes you wonder, was Biden in control of anything, including his other end. Democrats have touched too many things that were out of their jurisdictions, they all deserve a big slap in the face, handcuffed and glued with feathers.

ahaha love the locals approach! The geographical position probably helps a lot. How is surf/swell quality over there?

I got to take a photo so you can see for yourself. There are days when it's calm and completely still no waves(like glass) perfect for paddleboarding and other days the swells melt your face off. :)
