I'm certainly no expert, but I remember watching the first season of Orange is the New Black. If I had to guess from what I remember, women are more likely to form alliances based on consensual sexual favors[1] that look more dispersed or decentralized than gangs.
Or, to give people credit for just being people, the attributes that lead to friendships. ↩

From your second link. Anyone know if this is true? Why wouldn't women form gangs when men so readily do? What explains the difference?
