It's because everybody missunderstands what the nutriscore is.
People think it means "is it healthy" which is not what it does. It is a measure of the chemical composition compared to its category. Chocolate cereal gets measured against other chocolate cereal.
It's an idiotic and bad metric. But it is not "rigged" like OP or you are theorizing
