I did some basic research on raw milk several years ago and came to the conclusion that milk regulations results from regulatory capture by large milk corporations who need pasteurize their products to eliminate risks from cow shit, vomit, blood, etc.

Things that could be eliminated or avoided altogether by actually maintaining the health of the cows.
