One thing I noticed from visiting China in 2006 vs 2016 was the widespread addition of these fences along the sidewalks in many places (not just Lhasa, there was not uncommon in many other cities / major sites as well). I suspect this was for the deliberate corralling / directing of foot traffic - either for efficiency, safety, control, or all of the above.
