tldr 85k army, 342 tanks (russia has lost more in the battle for Avdiivka) is a joke for being a neutral state. Add also complete blockage of external help for ukraine, even the humanitarian one with some exceptions IN ORDER TO SEND. I don't think everything else like the status of the russian language is important because russia could just annex it outright after some time in peace without sanctions.
