I believe it's a British phrase, referring to the proper English spoken by the King.

The phrase comes from ‘Queens English’ - the generally accepted form of spoken English typical in educated classes and media organisations like the BBC. Also known as RP - Received Pronunciation. It’s just English without a strong regional accent.

Colin Firth in ‘The Kings Speech’ is a good film around the use of RP in the media from a man with a speech impediment.
