The attack’s effectiveness is limited by the transaction fees Mallory pays when any version of her transactions eventually gets confirmed. However, if Mallory intended to send a transaction anyway, the fee could essentially be zero. Although Bitcoin Core’s existing transaction relay limits cap the maximum bandwidth that can be wasted, performing this attack in parallel could delay legitimate unconfirmed transactions.
