Does Bitrefill really require to adhere to the rules of any country?
As far as my knowledge is concerned, I think that it's the duty of the seller who sells goods.
I mean if someone buys goods from Amazon with Bitrefill card, Amazon gets at least the delivery address and also it requires you do do minimum kyc with email or telephone number.
So, Bitrefill is free from compliances, I suppose?

Bitrefill does adhere to rules of the country. Currently there is no rule against this activity. They may move to shut it down in time but Arg's new libertarian gov seems to be more willing to go in the opposite direction. You could say this activity might be a "loophole" against the spirit of their capital controls and taxes and such, but it isn't illegal. Finally, it's the morally right thing.
