From what the news says, and if I understand correctly, only people with documents, i.e. not illegal immigrants, are eligible. Am I wrong?
we have the same process here in europe. the majority of those who have come to germany, for example, we are talking about over 90%, throw away their passports when they cross the border illegally. they should also be granted the right to vote after they have been legalized here. for me, they are illegal immigrants, no matter what my dear government calls these people.

you are right in terms of the definition. however, it is the case that these governments want to legalize illegal conversions after the fact by changing the definition and then grant them the right to vote.

The word document is a red herring.
Only citizens can vote. What is the point of citizenship otherwise?
