Was about to write a list, but this is spot-on. Only change (other than RCT) I'd make is adding Modern Espionage to the list.
I'm not a fan of the last two Harmon seasons in general (even though I love both Keith David and Paget Brewster), but the episodes you list are still solid.

I think I did relax my standards a bit for season 6. I probably would only put Advanced Safety Features in the same company as some of the other episodes I listed. I really enjoy the espionage episode, but it's not one I ever think about. With this show you have to have crazy high standards for a best episodes list.
By the rules I gave myself, I have to bump an episode to make room for RCT. That's going to be Digital Estate Planning, even though it's one of the shows most creative and fun episodes.

Season 6 was ok. Had funny moments.
Season 6 felt like the final season because no one wanted to do season 7.
The writers didn’t care how absurd season 6 episodes were because they knew it would be the last.
Season 6 episodes are longer, 27 minutes vs 22 minutes

It's so convoluted that I haven't unpacked exactly who was in on what.

Dean, Annie, Jeff, drama teacher Garrity
Dean finds out about the fake class and conspires with drama teacher Garrity aka Professorson to screw with Jeff. Garrity hit the dean’s car so acting was his payment.
Annie shows faculty directory to Jeff. The faculty directory page is fake: says Woolley, another fake name for drama teacher
Fake toy car bomb. Someone calls Jeff about bomb. Jeff tackles Annie.

Thinking about this again, one of the key points made is that the dean had to have coordinated all of it, but he's too dumb to have coordinated any of it.
I think Annie must have found out about Jeff's fake class and tattled to the dean. Then they set up the original plan with Garrity and the fake night school stuff.
Since the dean loves Jeff, he couldn't help but tell Jeff what they were doing. I think that probably happened shortly after we met Professor Professorson, so they all knew about the fake car bomb.
Then Jeff told Annie that the dean had betrayed her and for most of the episode everyone knows what's going on, but the dean doesn't know that Annie and Jeff are conspiring against him. The car bomb scene only makes sense if Annie doesn't know that Jeff knows, so he must have started conspiring with Annie after the night school stuff.
The penultimate twist is Annie shooting Jeff because the dean didn't know that Annie and Jeff were conspiring, so that actually surprised him.
I'm sure my theory's full of holes. I better go back and rewatch the entire show.
p.s. The final twist is capped off with one of my favorite lines ever "Fact: In 100% of fake gun related shootings the victim is always the one with the fake gun."
