Which is better: a bidet or toilet paper? 

My dogs always seem to lick themselves clean.  This seems like the most environmentally friendly option.   But I am unable to reach and I got a ways to go.

So I kind of use both.  Paper when its a quick and easy job. And i get a bit of water involved with wiping to clean up a messier situation more quickly.  Minimal paper and minimal water. Cleaner Butt.

I have never once used a bidet, I bet it is nice.  But in terms of cleaning anything efficiently, some kind of friction seems to help.
