I thought HTTP connections were just unsecure between end node and website? Don't they still get wrapped in onion layers from end node to entry node / to user?

The do. I believe this is just for when you use tor to connect to non-onion services. E.g. when you attempt to go to http://facebook.com in tor browser, it'll attempt to upgrade to https, else it won't let you visit it.
