Yes, it should be their choice. But not now, of course, after war ends. It's problematic to become NATO member when you have unsolved broder disputes (although Estonia and Russia don't have fully ratified border agreement till today).

I opposed NATO expansion in 1997!
One of my classmates wrote her thesis supporting NATO expansion. I told her thesis is wrong. We are no longer friends lol.
