It's an option in the little dots there by the cowboy hats and time since posting.
What it does is decrease the rank of a post. You can spend sats to signal that you think a post is very low value and should have less visibility.

Yeah, I've seen it in the menu but never used it . Do you think the negative vote can be more effective in determining and differentiating the quality content from the mediocre one?

I think it's mostly used to combat various types of damaging content, more so than down ranking mediocre content.

For relatively small downzaps it might be an equivalent effect.
The big difference is that enough downzaps cause a post to be "outlawed". Only stackers who enable "wild west" mode can see outlawed posts.

Not directly. Downzaps go into the reward pool. so you'll get some of it back.

What exactly happens when something is down zapped? Do those funds go to the rewards pool? Does a poster know they have been down zapped? Just curious. I have earned a cowboy hat by down zapping before haha but never wonder it's impact other than ranking prioritization.

Yup. From the "what is a Downzap" faq that's available when you downzap someone:
- downzaps are just like zaps but cause items to lose ranking position
- downzaps also reduce trust between you and whoever zaps it so you'll see less of what they zap in the future
- all sats from downzaps go to rewards
