Yes, the backup is a standard BIP39 mnemonic.
And yes you can restore an existing mnemonic on a new Portal, or in any other hardware/software wallet since it's just a standard format.

Will a backup consists of a BIP39 seed? Aside from the missing screen that is the other major drawback of the TAPSIGNER. And if yes, will it be possible to restore a seed to a new device?
