Got it. Took a while for the Alby notification to come thru for it... that's odd, but whatever...
I see the Tx. I see what you're sayin with the LockTime. Whoa. I poked around with Locktimes a while back, but never got very far with it. Was never able to figure out how to send an on-chain Tx with the Locktime populated. As I recall, I was able to broadcast a Tx with the Locktime value populated with a value, but was never able to get the Tx to become Confirmed on-chain. It was as if all of the miners ignored the Tx. I think it eventually got purged from the mempool. I see your Tx is at a relatively low fee rate. You may be in the same boat with it never getting confirmed.
I know it's possible to have on-chain Locktimes populated, I'm just not knowledgeable enough about how to do it, or who to poke to ask about it, sorry.
Thanks for sharing the TxID with me.
Well, if some crazy ordinal guys won't start shooting cats and dogs again, I believe 11 sats vB should be enough to go through by the evening;)

Your transaction confirmed just now!
Now I'm curious if you'd be able to move any of the outputs now with that LockTime committed. Please do share your results after you've tried to move any of the outputs. My guess is that you should have no problem since the Locktime timestamp is a long ago date/time.
