COVID nonsense.
There is no reason for 99 percent of voters to vote in person. Less chance of fraud especially with drop boxes and ballot harvesting.
There is no reason why voters identity should be verified like flying or customs

With few exceptions voting in person should be the norm. In California voting in person is the exception
