yup, anyone can downzap content and if it’s truly bad (getting more zaps than downzaps), it ends up being outlawed.

that being said, anyone can also zap something that has been outlawed to bring it back to the main feed.

ultimately it depends on the mixture of zaps to downzaps, and in general only the worst content ends up getting outlawed.

It's really extreme, it's like they have a brain injury.  Which should lead me to pity them, I suppose, but I lack the greatness of soul that would allow it.

I think if you get enough downzaps.  But only people who are chronically worthless need to worry about it.
