There aren't many polls, and I think part of the reason is that they don't get a lot of visibility. I think they're a great way to create engagement because it's just a click to vote. Maybe they could be sticky for the first time a user opens the home page after the poll is posted, then drop down in the queue for that user after they vote.

Agree poll do not get much visibility! It could be nice if the poster could select how long the poll stay active (24h isn't probably not enough time if you want to reach a global audience). Having poll active for longer timeframe could also be a way to bring traffic to SN, as the poster will probably promote the poll outside @SN and invite new users to signup before voting.
Now am not sure,can a new stacker with zero balance vote on polls?
Another interesting feature SN just release are the pinned posts. if you like to have your poll pinned, you could reach out to a territory founder and ask to have it pinned at a cost for how long you wish. We are testing this feature on the ~AGORA, check #421476

If items don't get a lot of visibility, it usually has reasons.
If a poll doesn't land on the front page, it probably wasn't interesting enough for most stackers so they didn't zap it enough.

What if there are many polls the user hasn't voted on yet?
