I think people are skeptical enough of CBDCs that they will need a crisis and helicopter money to enact them.

"Look at this cool new digital money we created. It's like bitcoin but actually backed by the government and central bank you love and trust" probably isn't gonna fly.

"If you want to get your government stimulus after losing your job due to xyz crisis, you need to download this wallet and receive it as a CBDC" will convert most people.
