Do you mean it in the traditional economic sense of rivalrous but non excludable? If so, it's not a common good. But I'm not sure what you meant by common good.

I should mention that I have zero economic training, so I would not consider myself an authority on terminology in that regard
I think you're correct. UTXOs carry additional costs for node runners and additional benefits for transactors but we only pay for blockspace.
